My dear Gerard,
I expect you have seen official correspondence
ending with the Secretary of State's telegram No. 244 of
30th November, regarding the position of semi-governmental
corporations carrying on commercial business in the Colony.
The telegram referred to gives us a ruling as regards a
particular case, that of the Bank of Fukien, which was
immediately in question. It has occurred to us, however,
that it would be useful to have fuller information about
the treatment of institutions of that kind at home, as
we may have other problems connected with Chinese
Government controlled commercial organizations.
therefore, you could obtain information as to the precise
status and treatment by British authorities of 'Arcos' and other Russian trading Agencies (or those of other
foreign Governments) we should be very grateful.
